Cosplay Pikachu's costumes might operate like Furfrou's trimmed styles and revert to nothing without one. And yeah, it sounds like the game only lets you have one from the info on the official site.

Prism Scales respawn daily by the waterfall in Couriway Town, once you take 100 or so steps in-game. Nothing about maxing out beauty is simpler than a recurring obtainable item for free.
