The idea I had in mind was that the desire to bring back the dead from each Heisei rider would manifest itself into a rider lockseed in the underworld, Fifteen then merges the individual Heisei locks together to form the new one.

And then the Showa Riders could make the valid claim that because of that desire the Heisei Riders provided Fifteen with this new power and caused Badan to get the upper hand. Then I don't know, the unity, or justice magic of the Showa Riders creates their own lockseed for Gaim to use at the end.

So then alas, nothing need be magically pulled out of anyone's butts.
