I just assumed Ryouma used the data he got from Kaito and merely created replicas of the Overlords' weapons. The Rider weapons really aren't that different from how any other lockseed would work, although the fact that he utilized both of Micchy's weapons makes me think these is a recent creation of his and he made it specifically for Ryugen.

It's even possible he got the idea after seeing Kiwami in action.
