I mean this isn't a random assortment of characters here, these guys were all main characters at some point. Kind of disservice to treat them as background characters.

I really don't get the complaint here. The Riders that got the most screen time were the ones that had the original actors back. I'm not going to complain because some dude in the Kuuga suit and a random voice actor didn't get as much focus as Kento Handa and Ryo Hayami, the latter of which hasn't appeared as Jin Keisuke in over three decades. The movie doesn't have the running time to give all thirty Riders their own subplot or moment; I really like the approach of limiting it to a few but making sure that all of those guys are actually the original actors.
