Well, think about that for a second. Gosei Knight/Robo Knight is not a conventional Ranger, but he was considered that by the end as far as the Goseiger team was concerned. And a notable fact with Sixth Rangers is that many of their mechas or "mecha-equivalents" (some are less a machine as opposed to a unique creature of metal composition) have the ability to unite with the core Rangers mecha in some way, shape, or form. This varies from either whole-body fusions or limb-changing. Some officially recognized Sixth Heroes like TimeFire or MagiShine have mechas that don't unite, but that doesn't make them any less of a "Sixth". Gosei Knight does merge with the Goseiger to form stronger combinations. It's also possible that Toei wanted Gokai Silver to have a certain number of Rangers on his Gold Mode Armor. Recall how the attack works, Gokai Silver uses several "Sixth Ranger Spirits" to fire energy blasts which become the remaining Sixth to literally strike the opponent. And if this doesn't work, let's just remember that Toei had done a lot by the time of Gokaiger. They had to consider a lot of elements, and that doesn't always mean the results are going to sense. Note that several characters weren't even seen or mentioned, like Gunmajin (Ohranger), X-1 Mask (Maskman; prototype Sixth Ranger), or Deka Gold (Dekaranger).
