I don't think we'll see a big anniversary season in a Heisei anniversary year again. Most likely, it'll be in a year of the overall franchise anniversary. Back during Decade, they initially didn't even plan to bring back the Showa Riders there. Nowadays, it wouldn't make sense to make an anniversary show deliberately excluding the beginning of the franchise.

Maybe if they can actually get that person's actor. Rewatching Decade, it really seems like someone on top of the production (like producer) came up with the Kuuga as secondary Rider idea, but the writers themselves were uncomfortable with using a replacement Kuuga, which is why Onodera barely transforms after his own story was over.
