Some of the powers made sense. Zeo Powers were never really taken away, they just switched to Turbo. The Ninja Storm powers they got back during one of their team-ups with Dino Thunder. And Tommy was the Green Ranger because... He's JDF, I guess. There's no good explanation for that one.

Wasn't it said that the Zeo Powers get stronger over time anyway? If that's the case, perhaps the buildup of energy all these years allowed a powering up of the Legendary powers one last time?

We never heard exactly what that strength entails specifically.
