This battle is between riders whose series started off goofy then got a little more serious around the time the main rider’s final form debuted!

Den-O:
Has 9 different forms, each with their own skills
Wields the Den-Gasher, a weapon with multiple weapon configurations
Can travel through time with the DenLiner, which has multiple powers in each train car.
Sword Form is Kamen Rider Den-O's first (and most common) form, used when Ryotaro is possessed by Momotaros. In Sword Form, he uses the DenGasher as a standard sword-style weapon. Sword Form is the most balanced of all his forms, possibly because of Momotaros' prominence among the other Imagin. Momotaros himself once assumed Sword Form during the events of "Final Countdown" to battle Kamen Rider Yuuki. Every so often, Momotaros will develop a new Finishing Attack that he uses to finish off Imagin, and has developed Parts 1, 2, 2' (2-dash), 3, 5, Special Version (used in "I'm Born!"), and the Imagin-assisted Final Version, although parts 2, 3, and 5 are essentially identical. Special Version is nearly identical to 2, 3, and 5, but uses a double Full Charge and only strikes the enemy on the rebound, while Final Version is an extended attack that uses the energy of the other Taros, Sieg, and Zeronos. Sword Form also has a triple roundhouse Rider Kick that Momotaros refers to as his "Super Finishing Attack."
Rod Form is Kamen Rider Den-O's second form, used when Ryotaro is possessed by Urataros. In Rod Form, the DenGasher is transformed into a rod-style weapon. Rod Form gains the ability to move and breathe underwater, increased protection, and increased kicking power. But as a drawback, he loses physical strength and jumping height. Urataros himself assumed this form when he borrowed Ryotaro's Belt to fight off the Mole Imagin he tricked, and again during "Final Countdown" to fight the army of revived Imagin. This form is one of the least used of Den-O's forms, as Urataros rarely fights. However, whenever a fight occurs in the proximity of water, or if the other Imagin are unable to fight, Urataros will assist with his fishing skills. Rod Form is also one of two forms that uses a Rider Kick as part of its standard finisher, pinning the enemy with the rod as a harpoon before executing a flying side kick.
Axe Form is Kamen Rider Den-O's third form, used when Ryotaro is possessed by Kintaros. In Axe Form, the DenGasher is transformed into an axe for short, close ranged attacks. Axe Form gains increased strength and defense, but as a result suffers with less speed and kicking power. This form is the physically strongest of the Den-O forms, due to Kintaros's own brute strength. Kintaros himself assumes this form by using the Den-O Belt to help Ryotaro fend off an army of Imagin in the past, and again during "Final Countdown" to fight off the army of revived Imagin. Kintaros tends to fight as Ax Form whenever he senses crying or he hears someone near Ryotaro say anything resembling the Japanese word for "cry.”
Gun Form is Kamen Rider Den-O's fourth form, used when Ryotaro is possessed by Ryutaros. In Gun Form, the DenGasher is transformed into a gun for short and long range attacks. Gun Form displays an increase in speed, power, and defense, easily making it the most superior of the four basic forms. Ryutaros tends to fight as Gun Form at his whim, as he is able to overpower the other three Tarōs and in some cases Ryotaro. However, he also tends to cause more damage than the other forms because of his low precision and the high power of his ammunition. Ryutaros himself once assumed Gun Form during the events of "Final Countdown" in order to battle the revived army of Imagin. Ryutaros incorporates break-dancing moves into his fighting style in Gun Form, making his movements somewhat unpredictable.
Wing Form is Den-O's fifth form, used when Ryotaro is possessed by Sieg. Wing Form is used again during the trip to the Edo period to fight the Cobra Imagin. Sieg himself once assumed Wing Form during the events of "Final Countdown" to assist in fighting Shiro's army of revived Imagin. Den-O Wing Form uses the DenGasher as two separate weapons, a boomerang (Sword and Grip) and a handaxe (Ax and Gun). Although it resembles Sword Form, the Aura Skin becomes gold, different shoulders are used, and the DenKamen's visor is blue swan-like wings. In order to access Wing Form, the golden Wing Buckle must be placed over the Terminal Buckle. This form gives Den-O agility far greater than Gun Form
Liner Form is Den-O's final form in the series, gained when the Tarōs created the DenKamen Sword for Ryotaro to use when they could no longer possess him in the past. In order to transform into Liner Form, the Rider Pass must be slid into a slot in the back of the DenKamen Sword's blade. This form, solely controlled by Ryotaro with the Imagin using the DenKamen Sword as a means of communication, is themed around DenLiner Gouka and KingLiner in transformation and attack. Ryotaro can also utilize each of his Imagin's respective fighting style, whenever their DenKamen is selected on the DenKamen Sword (e.g. Kintaros' strength and defense in KinAx Mode, and Ryutaros' breakdancing techniques in RyuGun Mode). It soon becomes the only form Ryotaro is able to use while fighting in the past. By the time the events of Saraba Kamen Rider Den-O: Final Countdown take place, Liner Form is Ryotaro's default form, accessed through the Rider Pass, the K-Taros, and the Den-O Belt. As compared to before, he could only access Plat Form initially, a sign of his much stronger will.
Most Powerful Form: Climax (TV), Super Climax (Movies)
Climax Form is Den-O's sixth form. It is accessed when all of the Tarōs except Momotaros fade away and Ryotaro's desire not to lose them creates the K-Taros which restores the three Imagins' bond to Ryotaro. After entering the code 3-6-9-# and attaching it to the Den-O Belt, Den-O becomes Climax Form. Climax Form is basically a stronger version of Sword Form that incorporates the DenKamen of the other three Den-O forms onto various parts of the armor (Rod Form's DenKamen is on the right shoulder with Urataros controlling the right arm, Ax Form's DenKamen on the left shoulder with Kintaros controlling the left arm, and Gun Form's DenKamen on the chest with Ryutaros controlling the legs). But due to the nature of Climax Form, the Tarōs need to work as one to fight, and their strengths are incorporated into Climax Form. The three DenKamen can also travel along tracks on Climax Form's body to align with the leg or arm to enter Kick Mode or Punch Mode with the three Tarōs controlling that one limb while leaving Momotaros to control the rest of the body to perform "Charge and Up" attacks. Usually Momotaros is the one controlling the whole body, but the other Taros are free to take over control of their respective limb parts anytime
Super Climax Form is Den-O's eighth, strongest, and true final form. It is identical to the original Climax Form, except with the addition of Sieg's power and Wing Form's DenKamen attaching to back, giving him wings. It is also physically stronger than Climax Form and has the ability to use the wings to fly up and execute a stronger version of Climax Form's Rider Kick. Although the wings are big and powerful to enable actual flight, it was only used to execute the said Rider Kick
Weakness: Can't use other forms if Imagin are incapacitated, can't henshin if Rider Pass is taken from him. Imagin may fight against themselves, causing Den-O to switch forms or lose access to his other forms if their fighting continues. Although considerably versatile, Liner Form does not hold any significant strengths or abilities over Den-O's other forms, aside from having the fastest running speed, which sometimes leaves Ryotaro at a disadvantage. The size and weight of the sword also means that it will tire Ryotaro very quickly should he wield it for extended periods.
Birth:
Wields the Birth Buster, a firearm powered by Cell Medals.
Assisted by the Gorilla and Torikera Candroids, who can help him reload his Birth Buster.
Can access the Birth Claws- A system of weapons that come out of his Receptacle Orbs.
Drill Arm- A drill placed on his right arm, allowing him to use the powerful drill to take Cell Medals out of Yummy. The Drill Arm can also be combined with the Crane Arm by activating both simultaneously, allowing Birth to use it as a powerful ranged attack.
Crane Arm- A a powerful winch attachment that is contained in the Receptacle Orb on Kamen Rider Birth's right shoulder. The winch allows him to scale buildings as well as collecting any leftover Cell Medals with one sweep. As a weapon, it can be used as a whip to damage opponents from far.
Breast Cannon- A powerful energy cannon that is held in the Receptacle Orb on Kamen Rider Birth's chest. Due to its size, using it hinders Kamen Rider Birth's mobility. The cannon can be charged up to multiple levels of power by using additional Cell Medals.
Caterpillar Leg- Held in Receptacle Orbs on Kamen Rider Birth's legs, and allow him to move easily over tough terrain and execute heavy kicks and grind on opponents using its tracks.
Shovel Arm- Held in the Receptacle Orb on Kamen Rider Birth's left forearm, increasing his power to where he can lift Yummy off of the ground with it.
Cutter Wing- Held in the Receptacle Orb on Kamen Rider Birth's back, allowing him to fly. The unit can also magnetically collect Cell Medals by flying over them. It can also be used as an oversized boomerang.
Birth Day- When all six Birth CLAWs units are summoned and attached to Kamen Rider Birth. Costing six Cell Medals, it is extremely risky when Kamen Rider Birth activates this combination on his own, and requires Kamen Rider OOO to back him up. In Birth Day form can also perform an powerful attack called the Cell Bash, where the Breast Cannon fires an powerful energy blast without the expenditure of any Cell Medals.
CLAWS Sasori- When the six Birth CLAWs unites combine, they create the CLAWs Sasori, an autonomous scorpion-like assault droid which has its master server and network connection installed in the Birth Helmood allowing whatever move Birth makes for the droid to do the same. It requires 1000 Cell Medals to be summoned. It is powerful enough to easily overpower even an enhanced Greeed where as Birth alone is powerless against. If the CLAWs Sasori is attacked it can seperate its pieces then reassemble themselves. Its finishing attack is shooting energy beams from all of the Birth CLAWs that colored based on the color of the CLAWs.
Goto studied the Birth Manual, knowing how to use its powers to full effect and can disable some of its protocols (example: the self-destruct function.)
Weakness- The Birth Armor can't withstand powerful attacks from the Greeed.
Fourze:
Has 7 other "States" (Elec, Fire, Rocket, Magnet, Rocket Drill, Cosmic, Meteor Fusion)
Has access to 40 different Astro Switches, giving him multiple powers
Elec States holds Billy The Rod as his weapon, a lightning rod like module with multiple electrical abilities when plugged into its other sockets- The left socket energizes the blade, electrifying anything it hits for extra damage. The top socket energizes the blade, but it fires energy slashes when swung, allowing for ranged attacks. The right socket, when the blade is swung, sends three pulses of electricity to immobilize a Zodiarts.
Fire States wields the Hee-Hack Gun, a flamethrower/extinguisher weapon. It also is able to absorb fire to increase Fourze's power.
Rocket States can fly faster due to the Double Rocket Modules.
Magnet States is like a tank, with the NS Magnet Cannons on his shoulders, which can crush steel foes
Rocket Drill States combines the Rocket and Drill Modules into one on his right arm.
Most Powerful Form- Cosmic (TV), Meteor Fusion (Movie)
Cosmic States combines the powers of all 40 switches, and arms Forze with the Barizun Sword. He is able to combine the powers of his switches (i.e. Freeze and Launcher to create freezing missiles)
Meteor Fusion States combines Fourze and Meteor's powers, arming him with the Meteor Galaxy and the Barizun Sword.
Rides the Machine Massigler, which can launch into the air with help from
The Power Dizer, an independent support vehicle that assists Fourze in Tower Mode, Vehicle Mode and it's Robot Mode.
Weakness: The bonds between him and his friends are needed to support Cosmic States, if they aren't on the same dimensional plane he is or if they break their bonds, his ability to maintain Cosmic States weakens, ejecting his switches. Magnet States is slower.
