Nah, it's a completely new suit. The undersuit of the Riders in The First/The Next was just leather jacket and pants, not that Kabutoish body suit. The mold of the helmet and armor also is completely different.

Well, they might be doing something like that here too, considering how Rider 3 has been shown teaming up with them in the scans. There's also the bit about Rider 1 and 2 being apparently killed right after the original series, but V3 still existing in the changed timeline.
