I guess? but the whole "Everything bad that happens in our story is the fault of *insert evil organization here* It's all a conspiracy, man!" plot device is a plot device I really, really, REALLY don't like in any work of fiction, it's what turned me off of Assassin's Creed. Replace Hydra with the Knight's Templar, and you more or less have the same thing. I just can't get past it. It really soured the movie as a whole, for me.

More on the social issues thing the whole "order vs. chaos" and security stuff has been done before, and better. Especially taking into account the whole "security" thing only being a cover for Hydra's true plans, and the only reason S.H.I.E.L.D had to resort to that stuff was because Hydra was pulling the strings the whole time, and even then S.H.I.E.L.D making those Helicarriers was all part of Hydra's master plan. So, while there was that social issue dealt with in the beginning, it was more or less negated with the whole "IT WAS ALL HYDRA'S FAULT!!!" thing. Unless you're talking about Black Widow revealing everything, including S.H.I.E.L.D's stuff, which I can see your point there.
