I thought of this to the other day, and I'm going to guess it is the TV series only. The movies are probably a separate license. Although, it would make for a great bonus feature.

Saban and Company could release the episodes and then go back and negotiate for a separate release of the movies, especially those he has directly used for P.R.:

Ohranger Movie: Invasion of the Ranger Snatchers

Ohranger vs. Kakuranger: Rangers of Two Worlds Pt. 1 and 2

GoGoV vs. Gingaman: Trakeena's Revenge

Timeranger vs. GoGoV: Not used, but Quarganon's suit originates from that special.

Shinkenger Movie and Shinkenger vs. Go-onger: Clash of the Red Rangers

There may yet be hope for this even if things look bleak. If fan interest is strong enough, it may be enough to convince Saban that the specials are a valid "investment".
