It's expensive and difficult. Notice how huge the suit is for the Dinocharge Megazord? How it's like nine feet tall? That's because the person inside is basically on short stilts, swinging around huge, bulky body parts. It's difficult, exhausting, and takes a lot of choreography to use one of those costumes for very little gain. Factor in that the only examples of unique Megazord footage is from back when Power Rangers was telling radically different stories. Nowadays it's so much more in line with the Sentai, with minimal changes like a few new villains or allies. Superficial stuff in the grand scheme of footage recycling that makes up 90% of the action. There's no narrative reason for new footage, and do you really think uber cheap neo-Saban gives a shit to just make unique footage for the sake of that? Kids won't care, and if the story's uneffected, neither will stuffy adult fans like us.
The second half of this could easily explain Super Megaforce. The other side of this is that I'm not asking for much to begin with. A third side calls that if the suit is so cumbersome, is there any way to do it in segments? If certain elements do come off and can be coordinated autonomously from the rest of the whole, then one can do a close-up of an arm or leg moving and still get a desired effect, even if that effect is merely to cover a cut in the Sentai footage. The sword itself is a separate piece. And they could add a superfluous, but gratifying shot of the Megazord just standing. They did "statue" the suit. Also, Dino Charge is breaking ranks with typical Neo-Saban madness, and cannot solely be called "footage recycling". Oh, and a fourth side is the use of CGI. I admit that such a mock-up via computer rendering would not have the same genuine impact of the suit, but it would technically be considered "new footage". They did use a CGI Rex in the beginning of D.C. I do understand that it all goes back to the money as well as the time and effort of the crew, but I still can't help but wonder if certain restrictions could be...circumvented.
