Debatable. In most cases, you would think so, but there are some oddities out there that can give one pause. For instance, there are remakes of the Freddy Krueger glove with, if I understand correctly, realistic-looking metal blades. They aren't made to act as "weapons", but such a matter comes up in reviews and caution is strongly advised. It's possible they could make it partially metal, partially plastic. What makes me wonder is whether or not it will "get the cap". They don't import the Transformers Masterpiece Megatron without "capping" it, so how is this thing legally gonna be sold without one (the prototype doesn't indicate cap, but I don't know the regulations with convention displays).
