First of all, if they were able to release him I don't see why they'd have to remove the Bouken Scooper since if they were given rights to Boukenger that would pretty much go for the rest of Super Sentai. And even if they couldn't I'd still want them to release it as it would make the figure easier to get for some people. It may lose an accessory but nobody forces you to buy that version.

That was more of a joint thing from what I understand, and was done because it was more Samurai merch to put on the shelves inbetween waves.
