Fun theory version: the Doctor had the fake body appear to regenerate because he was that committed to the lie that he was only #11.

Real explanation: because Chris Eccleston hadn't refused to participate in the 50th Anniversary yet, therefore requiring the creation of a new Doctor to fill in the role of the guy who ended the Time War.
