My personal theory on Kuuga is this: As they uncover more about the nature of Kuuga, and the Grongi, there's this idea that Kuuga is supposed to be a purely destructive force. Thus it stands to reason that Ultimate Kuuga is Ultimate Destruction. That's not accounting for a shared universe, though. That's a world where the only "Rider" is Kuuga.

Honestly though, I'd be interested to see where it is established that Ultimate Kuuga could destroy a planet with his kick. Is it mentioned in some book or other additional material? They don't mention that in-show, just that Kuuga is supposed to be a "Living weapon", and of course we see the explosions of Rising Mighty and Amazing Mighty's kicks...
