Barbatos was a MS found way back when from when one of the first wars ended in this Universe. So it wasn't made or funded by the workers we know now, on top of that going back to a few Gundam blogs, Barbatos doesn't even act as a MS while at the base, but instead acts as a power generator. More than likely the main characters just kept a high maintenance on Barbatos since knowing they might use the MS one day. Which then leads into as why the higher ups didn't give a rats crap about a MS they thought that just acted as a fancy battery, and was highly degraded.
