They are both tied to the emotional states of Minami Kotaro aka Black RX. Bio Rider is powered by anger and Robo Rider is powered by sorrow. Robo Rider allows RX to use a gun and Bio Rider allows him to transform into a liquid state.

Thats pretty much everything about those that isnt just retelling episodes they appeared in.
