I'd say Decade Apollo Geist. All he ever really did was show up and be all like "Ragh! Decade, I'm gonna beat you!" Only to just send out his lackies, and as soon as Decade went past them and hit Apollo Geist once, he'd just go all "I'll get you next time, Gadget!" and run away via a dimensional wall. Like, if he only did this once, it'd be fine, but the dude did it like four or five times before Decade finally beat him.
