It makes certain amount of sense motif-wise too since all the Eyecons Makoto has are rulers, I.E. people with power who control and amass more power. Contrast with the Eyecons that Takeru has, whom are mostly not of nobility and are all instead revolutionaries of their field and achievers of impressive and/or important feats
