Actually no it doesn't. That was only possible because Owner gave each Imagin their own Den-O Belt to use and become their own forms in that movie. And in the series the only way they got the 4 basic forms together at once was because they kidnapped Ryutaro from various parts of the time line and each of them possessed one of him.

All Liner does is allow the Imagin to communicate with Ryutaro while he fights, through his sword, and sort of support him. Climax (or rather Super) is the true final form in my opinion because all of the Imagin collect their power into one container along with Ryutaro also being present.
