There doesn't need to be a base. When claiming something is the "Best," arguments for why they are can be quickly countered. I think Sasuke and Jan are the best red rangers, but I've had people tell me Sasuke is lacking because he's immature and too lazy and rude for half the series, while some tell me Jan is really annoying and hard to see in a serious manner, which makes his story arc hard to take seriously.
