The writers aren't trying to do anything to us. Not at this point. Remember that these catalogs are leaked, we're not supposed to know about them. We likely wouldn't even know Paradox existed until late December, at which point it's unlikely to be a mystery worth too much speculation.

Most Kamen Riders lately end up as heroes even if they start out on the wrong side. Villains don't sell as well, after all. Paradox, if he is evil, and even GENM could easily end up being redeemed.
