Imperer had an excellent design that was wasted on a character that was essentially cannon fodder. TheBee never had a consistent user and they pretty much dropped the suit entirely in the latter half of the show. Delta was cool as Kitazaki, but then...err, other guy came in and was completely forgettable (honestly they had like 4 solid candidates for that Rider already in the show and they used none of them).

No joke, Imperor was the main allure for what made me buckle down for Ryuki. I just loved his design (And I was aware that he wasn't a main character from the get go, so I wasn't too let down).

As for wasted designs, I'd say Orga (A sole appearance in an AU movie, until Decade came a long and Diend started throwing every random rider around), Nishiki and Habataki (Same deal as Orga).

For non-movie Riders, I gotta say TheBee, because all of his users truly made a name for themselves once they lost the powers, leaving him rather unmemorable outside of his design, Abyss, for nailing the Ryuki look 8 years later, but being part of a shit show, and Gridon, who just never really popped. Unlike Knuckle and Bravo, he didn't really have shining characterization, and unlike Kurokage(Hase), he was never involved in a game changing event. Neat design, but the character inside it was one I never really cared for.

Blade's ending is what changed Kenzaki from a great character to my all time favorite Rider, and Hajime is one of my favorite secondary characters. The series does explain most of the questions raised, so if you rewatch it, you shouldn't be left confused.
