That's exactly one of the problems Gekiranger faced in Japan. Villain characters are usually not very popular in Japan (that's why they hardly get any merchandise too). And honestly, considering Rio and Mele got way more spotlight that Ran and Retsu, two of the heroes kinda fell flat already. Ken also suffered from being introduced so late in the show. Great villains don't help when your heroes kinda get the short end of the stick in their favor. Especially with the kids.
