This is as close as you can get to an objectively horrible toy. Every facet of it has quantifiable evidence of low quality.

If I had to hazard a guess, I'd say they knew there would be backlash to the designs of these rangers/zords/etc from the new movie, and therefore, didn't put as much effort into creating the toyline as they could have because they might be expecting anything from the film to sell poorly.
