That's really just how it tends to go with releases of toys for Toei's toku series. They usually go up for preorder the same month they're going to be released. There's some exceptions, a few things are put up for preorder about a month earlier (as the Kyuranger vinyls were) but that's usually how it goes.

edit: For future reference/to elaborate, the catalog pages have solicitation and release dates listed. For instance, here, in the little box on the lower right corner. There are two dates listed (well three really, but the ones on the left are what I focus on), the top one is the release date, and the bottom one the day it goes up for preorder. Typically the latter will be the 1st of the month, with few exceptions. The former is less specific, using kanji to say whether it's coming out in the first (上), middle (中) or last (下) ten days of the month. So since it says Kyurenoh is releasing 2月中旬, we know it's coming out between the 11th and the 20th of February.
