That's from way back in the original series (I looked up some of this to confirms some details). He was raised as an orphan by the previous Zero and fell in love with his daughter. She called him Ginga. The previous Zero and his daughter were both killed by Barago, but Rei only saw the armor and assumed it was Garo. That's why he was trying to kill Kouga when he first appeared.
