Mayu wasn't the heroine (main female character) of Wizard though. She was a very secondary character. The heroine in that would be Koyomi, who did become a Rider eventually, but in a movie. In neither case was that their own Rider forms though, they just used already established Riders (the Mages from the movie or White Wizard). This is the first time the main female has gotten her own unique Rider form in-show.

Pretty much. The new Genm CEO cleared her route so for the moment she's under his creepy spell. In the article about it the actress says that "At the beginning, she's a villain" which implies there's something after that. Considering Hiiro also had red eyes while first using Fantasy, I think this is a safe assumption.
