I was actually wondering if they might be the OOO Gokaigers. Unlikely, but the Gokaigers are suspiciously absent for the most part, and the story does involve fighting for the right to turn into rider/sentai hybrids, so it would be fitting, even though it's probably just a game simulation thing.

Alternatively, OOO does canonically have the ability to clone himself and assume multiple forms at once.

Pretty much all characters that appear in this are game word copies , that is why there are multiple version of Riders.
