There's a reason why we still talk about movies like Double Indemnity, Touch of Evil, The Maltese Falcon, Bride of Frankenstein, Alien, Aliens, Jaws, A Clockwork Orange, The Thing, etc, these days.

If they focused on writing a good movie first, and then worried about the effects second, people would go see it.

Unfortunately, that's not how it works. Lots of great movies get limited theatrical runs that still don't draw in huge audiences. Films are a gamble, and studios are in it to make money, so they use methods that have worked well in the past.
