There is literally no reason to assume this. Beings of data are Bugsters. They exist only as that data now. It was literally spelled out this episode that Dan infected his dying mother so that she could never be sick - IE as a Bugster, and Dan even stated he'd devised a system that allowed humans to use continues.

Short of Emu pulling a Kouta or Shinji on us in the finale, anyone who actually is revived will be a Bugster.
