In the long run, it wouldn't mean a lot. The only reason there's a strong divide between the Heisei and Showa eras of Kamen Rider is because there was a decade between the last Showa series and the first Heisei series. A lot changed in that time not just technologically but also in regards to what TV shows were doing with stories - they were actually able to have serialized stories by the time Kamen Rider returned.

When Akihito is finally allowed to resign and a new era name is decided upon, I imagine we'll get a bit of extra fanfare just so Toei can hype it up as the first show of the new era but in reality, it won't mean a lot.

Currently it's suggested Akihito won't step down until around December of next year, so we'll be in this weird phase similar to RX - the previous emperor passed away during that show's run so it technically was part of two eras.
