Who else was left? Both Necrom and Specter got one and them, along with Ghost, were the only riders in the show that were worth anything more then a passing glance. Heck, save for Extremer, those were the only riders with unique names. All the other riders in the show shared a name with one of the three main riders.

Edit: According to the wiki, Kamen Rider Ghost has 11 official riders not counting the stage show ones. That means that only four of those have a unique name. That's... kind of hilarious.
