EDIT: Oh, and also he's the only bad guy in the entire show with a coherent motivation beyond "crazy/is a jerk", which I feel also helps his odds.
Agreed. I have a suspicion he'll "save the day" only to remind our heroes that, in fact, he is the real threat and it'll be a race to the finish.
I'm still ambivalent as to whether or not revived people as Bugster data is really "saving" them. I mean - they're imitations of life, not truly living. I could ramble about the problems with Bugster resurrections but, I'm sure if you take a moment, a flood will come to you.
This leads me to hoping that Kiriya or Saki will point out the inherent problems of being Bugsters, not alive and force our heroes / society to accept tis loss.
I doubt this will happen - which is fine because it's totally weird.
