Yeah, I've watched that movie recently as well and it's definitely not necessary if you want to know who Belial and Zero are. Just read their articles on the fan wiki and save yourself the time.
Because while the movie is watchable, and some individual scenes are fun, there's no substance to it at all. It just throws thing after thing after thing at you and then moves on to something else.
I think the story behind Belial (and Zero) is cool, I think the opening scene with Belial invading the Ultra planet and the fights in the Monster Graveyard are awesome, but it's not really tied up properly.
It really is just: Belial escapes prison, takes Plasma Spark, Ultra homeworld is in danger, they recruit this dude to help them because he has powers like Belial, they are held up on the Ultra planet for a while, then they move on the Monster Graveyard, they lose, Zero shows up and beats Belial, Belial fuses with 100 monsters, gets beaten again, the end.
There's nothing compelling or clever about it. The only thing which is a bit heartwarming is Zero's moments with Ultraseven.
The main problem for me was I didn't know this whole Ultramonster-Pokémon thing, and while I quickly understood what it was, I didn't feel like it was worth remembering considering how much they reference it today. I mean Belial pretty much uses his Pokécatcher-thingy exclusively as a staff nowadays.
But, I liked that they explained how the Ultraman came to be. I was wondering how this worked considering I only knew Ultraman who came to Earth and then found a host in a human, but Gai from Orb for example just straight up becomes an Ultraman himself. Now I know how this worked.
If you really, really want to know where Belial and Zero came from and how their battle started and if you have 130 minutes to waste I'd say go for it. Otherwise? I'd say just skip it.
One thing I really have to give this movie credit for though: It features the most acrobatic Gomora I have ever seen. I feel terribly sorry for that poor soul who had to wear the suit during all of this
