I suppose they could try something like the change gimmick the Gaim and Ghost figures had but with the bike. Sell it as the basic version but the fairing and weapons can be removed, and you can sell new ones as separate items alongside the different Rider forms.

If they make the bike an actual character or just important enough and have his upgrades be as significant as the Rider's they might get kids to buy that stuff.
