To be fair, Kabuto himself also had a weapon and aside from him (+ his dark twin), TheBee and the Hopper Bros the rest of the shows Riders use weapons for combat a lot. And Kabuto gets a sword in Hyper Form too.

The trend already started with Kuuga who had weapons in most forms other than the base one, same with Agito, and then Ryuki which was all about weapon combat most of the time.

So it's not really a "nowadays" kinda thing, not even the CGI part, Ryuki had a lot of CGI monsters and then Faiz came in right after with a motherload of CGI for its vehicles.
