I think Poppy has a chance at retail, for the same reason Kiva-la ended up there: Cutesy girl figures sell in Japan, even if they wear armor. This might be an item that people who aren't terribly into Kamen Rider could pick up just based on the look. And maybe Poppy the character has big enough of a following? They liked Onari so anything is possible

And then they could pull a Gold Drive and release a character that is apparently popular enough but we wouldn't have guessed it. Cronus maybe?
