The idea that Hibiki wasn't meant to be a Kamen Rider series is a common misconception. While it was originally conceived of as an update on one of Ishinomori's other shows, it was adopted as a Kamen Rider series very early in its conception and was always intended to be Blade's follow-up. It was never a case of Toei suddenly slapping the "Kamen Rider" name on it well after development had started.
