My interpretation of the discussion around the Pandora Panel is that something is supposed to happen when they get all the Best Matches and mount them on it. That is to say, the point of the Panel isn't to identify Best Matches, but rather, the point of identifying Best Matches is to be able to fill out the Panel...but I suppose that's not really explicitly stated. ¯\_(ツ)_/¯

Assuming you're referring to the shot we see at just before the 10 minute mark, that's, from left to right, Taka, Light, Kaizoku, Harinezumi, Diamond, Gorilla, Gatling, Soujiki and Lion. Rabbit and Tank are in the Driver.
