That's the issue to many forms for just one rider in the first 10 eps does not work that well. Just take a look at ghost and how badly that was handle if you know what I saying. To me it feels like Toei in a rush with all the forms for one rider only. It feels like there clogging the show with to much all at once.

It honestly makes me wonder how Kamen Rider and to an extent Super Sentai are handled in terms of their production. Like how much of the show is influenced by the writers versus the toys. Is the reason we always get so many forms in the first 3-4 months be a decision made by the marketing/toy department at Bandai or is it a decision made by the writer? Considering that toys and mechandise sales are a huge factor in how succesful a Rider show is, I'm leaning towards the former.
