Ex-aid and Gaim are the most obvious as they don't have as many designs from the series and reuse the same ones a lot, this is also the series with either a lot of riders or a lot of rider costumes -alternate modes and such. This got me wondering if its possible that the costume budget for the riders is cutting down our selection of monsters for them to fight.

The reason I bring this up is that at 14 episodes 3 monsters have been reused in build with 15 showing 2 more reuses of old costumes now painted black/grey colors

Now im not saying this is a bad thing reusing these and saying their powered up is ok but i worry it ill becomes like Ex-aid.

One of the problems I have with Ex-aid is that its the same bad guys over and over again. Now it works with the story but consider if they had skipped using the chibi rider suits and cg bits that were the weakest part of the series and all but totally dropped after the first major arch would we have gotten more monsters?

Also something else is that a lot of the power ups are used very very little we only ever see the Juju burger for one set and then its gone forever in the main series. So my question is was that the reason because if it is i think it was a major flaw.

Yeah that seems like it. Ryuki was not like this because they did not have at least 5 power ups for all riders in the show whereas Gaim and Ex-aid does.
