Possibly ZX, as he's only been around in comics and movies beyond his 1984 TV special; it'd be cool to actualy see him as a ninja like the SIC version.

Phase 1 Heisei is Kuuga to Decade, not Kuuga to Hibiki; although I'll agree that even within Phase 1 there was a marked difference in tone between Kabuto and post-Den-O
