Based on most Hasbro's current output, there might be 3 3/4" figures, but they'll most likely be "budget figures" (low articulation and little paint) meant for very young kids. Hasbro seems to be mostly sticking to 6' scale for more collector oriented lines like the SW Black series and Marvel Legends.

This is of course assuming that this is actually happening and the Power Rangers line doesn't end up going to someone who would waste it like Jazwares or Funko.
