If they wanted to make a lot more money than they already are, find the writer first, have him brainstorm with the toy development team and come up with a toyline based on the writers ideas.

This seems like it would make the show more watchable and sell more toys since the toys would seem "cooler" as they are used more.

That would be like telling somebody to write a commerical and making up a product to go with that commercial. I think the way Toei and Bandai thinks is that its not a writer's job to tell a story. Its his/her job to give people a reason to care about all the toys they're putting out year round. Some writers just aren't that good at balancing the commercial aspect of the show, the part Toei and Bandai care most about, with their own story telling desires.
