I think what would make the most sense is for both to be developed simultaneously. Somebody comes up with an idea. Let's say cops vs robbers, like in Lupin vs Pato. One team will say "what can we do with this from a toy perspective?" while another team says "what can we do with this from a story perspective?" The two teams work together to develop the concept, making sure that the toys are designed to work in the story, and that the story is designed to accommodate the need to sell toys. Once the writers know what they need to include in the story, they'll start writing it, and then the designers will start designing suits, mechs, transformation gimmicks, etc. The scripts and toys will go through numerous re-writes, just like any other tv series or movie, until the two work well together. But you can't have one without the other.

What would make more sense, showing toys to kids before the series comes out, or showing suits to kids before the series comes out? Toys, because then the kids could get excited about buying them.
