That's not how that works

To elaborate, the entire reason Power Rangers has gotten this far is because the brand is incredibly cheap to do anything for due to half the footage/props being made for them. If it wasn't this cheap, then it would have died all the way back in In Space. If Hasbro wants to keep the brand going, and they obviously do if they want the rights, then they need to keep using the Sentai. Making something completely new for it, invariably, be animation or a live action series, would be more expensive than just doing what its done for years.

And yes, Toei does own the footage. It's their intellectual property, and using it without permission could lead to lawsuits. If they didn't like a deal that was happening, they could easily break Saban off from it as well. No matter what, Toei has to be fine with this deal, and that most likely means that Takara is nowhere near this.
