That's been Kamen Rider for the past few years to be honest. Heart and Necrom also did this.

Has it been confirmed that Mad Rogue is working with Evol, because they might not be necessarily working together. Plus, they can take Utsumi's character in a number of different directions since we still don't really know that much about him other than he "seems" to be loyal to Nanba.
