Number theory has always been off by one. W wasn't 2, W was 11.
So it's always been for the double digits added together. 11=2(1 side each is a person, so 2 people make 1 rider), 12=3(3 coins). 13=4(Fourze uses four switches), 14 = 5(wizard uses rings, 5 fingered henshin device) etc. So Zi-O resets the count like a stop watch clearing the numbers.
19 is back to 1(1+9=10, 1+0=1, the double sided rider is 1 person), and 20 is still 2(2+0=2, the show starts off with 2 riders that play with the numbers that effectively ends number theory).
Number theory has always loved to mess with the count like that though.
Even with Faiz, it wasn't 5, it was 4. Though it did toy with how 555 is all made up phone numbers. (Which oddly enough, is an american hollywood thing predominately...) Same as how Hibiki was 6 and about Oni, yet the 6 thing for devils/demons is also a more American/European thing. But then the show was steeply immersed in Japanese lore and cultural aspects to counter balance that.
Surprising thing about number theory is it does date back to Faiz. It wasn't noticed until the blatant W, OOO, Fourze, and Wizard though.
Kabuto as 7, Luck be a lady tonight, the Hiyori story. Den-O as 8 traveling in time through infinite possibilities. Kiva was 9, the german word for no, and about Vampires(let me bite you!). Decade was 10, cause a decade is 10.
They've been doing this for much of Heisei. W was also the 20th series, but 11th of Heisei. Double 1s. Same as how decade was 10th of Heisei but 19 overall. 1+9 and it started with Kiva appearing. Number theory is more involved than many think when you really dive into it. It's straight up chalkboard style equations. Like what Build uses to make gadgets.
